Use permit for 2nd cannabis retailer Is before planners

A conditional use permit for Nectar 420 — Manteca’s second cannabis retailer — is before the Planning Commission on Thursday.

The 6 p.m. June 7 meeting agenda item is to make sure site improvements — as well as the location — comply to zoning rules as well as retail cannabis standards established by elected leaders.

The 3,000 square-foot cannabis store is locating at 1519 W. Yosemite Avenue in a building that once housed Golden Bear Physical Therapy tucked in a neighborhood commercial area behind Valley Oak Dental on the northwest corner of Yosemite Avenue and Trevino Avenue.

Distance checks conducted by staff indicated the location is not within 600 feet of an existing school, youth center, childcare, or other sensitive uses the council identified in a municipal ordinance.

The conditional use permit must be renewed annually.

That means if Nectar 420 runs afoul with city requirements, the city can yank it and essentially close down the store.

There is a provision in the use permit if a problematic traffic problem develops in the vicinity due to the cannabis storefront operating, the city can come back and require improvements to be made to address the concern.
Nectar has 41 locations in Oregon and two in California.

The California stores are in Merced and Costa Mesa.

Embarc has already secured its conditional use permit and is remodeling 3,000 square feet of space in the commercial center at 1140 South Main Street.

It is behind the Dairy Queen and next door to an Arco AM/PM convenience store and gas station.

Embarc is expected to employ 29 people at the Manteca location.

They recently opened a store in Tracy in a similar small retail development near the WinCo supermarket.

Embarc has 15 locations in California.

The third firm being allowed to sell cannabis products in Manteca — Off the Charts — has 18 California locations and one each on Oregon and New Mexico.

The Off the Charts Manteca store will be is at 2325 West Yosemite Avenue in a small business park that has been populated over the years by auto care, construction, window blinds contractor, and other similar businesses.

  It is occupying space in the front that has storefront characteristics.
