Terpstra retiring after 33 years as city attorney

Tom Terpstra served the City of Ripon for over three decades as City Attorney.

On Tuesday, he bid farewell at the Ripon City Council meeting, having recently announced his retirement.

“It’s been a great ride,” said Terpstra, who will see his son, Thomas H. Terpstra, Jr., take over the post.

The younger Terpstra – referred to as Tommy – was previously the Deputy City Attorney.

On Dec. 19, he was unanimously approved by Council to serve as the next City Attorney, ensuring “a smooth transition and continued stability in the City’s legal representation,” according to staff report for the January monthly session.

The now former City Attorney Terpstra contacted the City of Ripon not too long ago to announce his retirement after 33 years of dedicated service.

“His time serving the community saw him play a vital role in numerous projects, policies, and decisions that have significantly contributed to the quality of life in Ripon,” the staff report said.

“He cares for the city,” said the younger Terpstra, who got to witness that first-hand via the eyes of a child, young adult, and as a colleague.

City Administrator Kevin Werner credits Terpstra Sr. as serving as a mentor. “It’s hard to see Tom go,” he said.

Werner added: “We’ll be getting the next best thing in Tom Jr. – we’re all excited to work with you.”

Vice Mayor Michael Restuccia has known both Tom and Tom Jr. throughout the years. “It’s been over 30 years knowing Tom Sr. – for Tommy, I know that the apple doesn’t fall too far from the tree.”

By that, he indicated that both are about professionalism and integrity.

David Nefouse, who is the City Attorney for the City of Manteca, stopped by to give his full endorsement and support for the new Ripon City Attorney, calling the selection of Tom Terpstra Jr., “a great choice.”
