The glory days of new swimming pool construction and outdoor spas in Manteca may have passed.
The City of Manteca issued 61 such permits in 2023, almost all connected with new construction.
That compares to 122 in 2019.
Manteca new pool and spa construction since 2000 — except for the Great Recession — has always pushed or topped 100.
So what happened?
Has water conservation made pools fall in disfavor?
The more likely culprit is the solar mandate that went into effect Jan. 1. 2020 for all new single family residential construction in California.
Just like swimming pools and spas, buyers of new homes deal with firms that aren’t home builders.
Home buyers can meet the state’s solar requirement by buying or leasing systems.
That is on top of their mortgage payment.
And while for the most part the home owner is essentially transferring most of what they would be paying PG&E a month going forward, it is a fixed cost that gives people pause.
While some have suggested smaller lots that are not conducive to swimming pools may be contributing to the drop-off, that isn’t likely given historically newer homes on the lower end of the market tend to be bought buyers not positioned well enough to swing a monthly pool payment as well.

The cost to settle a dog bite claim today?
Based on action by the San Joaquin County Board of Supervisors on Tuesday, it’s $120,000.
That is what the board agreed to pay to settle a lawsuit after plaintiff Collin Langford sustained dog bite injuries during a San Joaquin County Sheriff’s K-9 trials presentation.
The lawsuit was for physical injures as well as emotional stress plaintiffs Sydney, Hayden, and Evelyn Langford claim they suffered from viewing the incident.
The county disputes the claims but determined a timely economic resolution and realease from all potential claims was in the county’s best interest.
