RIVER ISLANDS BUIILDING RENTAL NEIGHBORHOOD
Grocery store, large medical clinic plus second San Joaquin River bridge crossing on the way

River Islands at Lathrop is building a neighborhood of retail homes.

It is part of Cambay Group’s strategy to provide housing options that are more affordable.

The 100-home neighborhood is just one of a number of endeavors now underway at the 15,001-home planned neighborhood.

Among the highlights are :

*Negotiations are being finalized to locate a grocery store in the town center across from the baseball-softball complex.

*Plans for a 40,000-square-foot medical clinic with a repertoire of services ranging from pediatrics to optometry are being developed.

*Construction will start this year on 12 more permanent classrooms at River Islands STEM Academy. 

*The next community park that includes a splash pad is under construction adjacent to the Lathrop Police headquarters.

*Permitting and associated work is underway to allow construction to start on a second river crossing as early as within the next 18 months that would extend Golden Valley Parkway (that runs by the west side of Target) into the development’s business park area.

*Ground is breaking on the community football field sans running track which means River Islands Riptide teams will play closer to crowds than any other high school football teams in the Northern San Joaquin Valley.

*The first of three gyms under construction will be completed at, or adjacent to, the River High campus, that is being master planned for 1,800 students.

*The clubhouse for the 900-home Del Webb Lakeside is now under construction.

 *A request for proposals to design and construct the development’s second Lathrop-Manteca Fire Station are being prepared.

*Work is under way to physically move portions of the iconic Rose Cafe in Modesto on Dale Road near Kaiser Hospital to River Islands and expand upon its footprint to create a restaurant and events center with sweeping views of the San Joaquin River and the emerging town center and sports complex.

*River Islands is taking steps to design and build the third elementary school campus in the planned community.

There is one other thing that ranks as a highlight that might seem a bit inconsequential but has huge ramifications on quality of life and assuring neighborhoods and homes retain the highest possible value.

That “one thing” is River Islands prevailing in small claims court on its methodical and dedicated efforts to enforce property maintenance standards buyers of homes agree to when they purchase in the community.

Dell’Osso said it is Cambay’s commitment to work to maintain homeowners’ value.

The planned community has full-time staff that enforces conditions placed on front yard landscaping and visual house maintenance, among other things.

Front yards, as an example, are put in place by builders and must be maintained.

If there are changeouts in the landscaping, it must be from an approved list.

Such conditions in other planned communities that are actively enforce helps sustain the new and tidy look for decades.

In the first test of River Islands rules, a homeowner failed to maintain landscaping resulting in weeds taking over.

First, the property owner was given notice of the infraction.

Then, when compliance didn’t occur in a set amount of time, River Islands staff had the necessary work done and then billed the homeowner.

If they fail to pay, the planned community’s policy is to take them to small claims court.

Cambay did.

The court agreed with Cambay based on contractual obligations the homeowners agreed to.


The new rental

The all rental neighborhood builds on a growing national trend for developers to hold on to clusters of homes to rent.

They are more affordable options for those not in a position to make required down payments.

Cambay will keep ownership of the 100 homes.

The firm’s staff will do all front yard work as well as any maintenance landlords would normally do.

By retaining ownership, Cambay is insuring standards they have established are met.

It is when apartment complexes are built at River Islands, Cambay Group will maintain ownership.
