Represents parts of Manteca, River Islands on SJC board

Robert Rickman is sworn in as the fifth district supervisor by San Joaquin County Superior Court Judge Barbara Kronlund Tuesday as his wife and daughters look on.

Robert Rickman took his oath of office Tuesday as the 5th District San Joaquin County Supervisor.

The fifth district covers Manteca south of Yosemite Avenue, River Islands in Lathrop, Tracy, and Mountain House.

Tom Patti, who represents Manteca north of Yosemite Avenue, Lathrop north of the San Joaquin, the Delta region and parts of north Stockton, assumed the chair duties of the Board of Supervisors.

Rickman’s oath was administered by San Joaquin County Superior Court Judge Barbara Kronlund.

Supervisor Rickman said, “I want to thank my predecessor Bob Elliott for his service,” Rickman said. “I continue to be deeply honored and humbled in the voters trust and confidence and I look forward to tackling the challenges that remain before us.”

Rickman was elected to the Tracy City Council in 2010 and 2014. In 2015, he was voted unanimously as the Mayor Pro Tem. He was elected Mayor of the City of Tracy in 2016 and 2018.

For more than two decades he has worked as a State Police officer and sergeant. The new supervisor has served as an adjunct professor at ITT Technical Institute and served on the Criminal Justice Advisory Board at Humphrey’s College. He is also a member of St. Bernard’s Church and the Elks Lodge.

 The Tracy resident is a 1991 Tracy High School graduate. He attended Delta College and California State  University Sacramento where he obtained his Bachelor of Science degree. He graduated from Humphrey’s School of Law in 2008 with a Juris Doctor degree.

The third generation San Joaquin County resident is married and has two daughters.

Rickman takes office as the County is dealing with several challenges including, the COVID-19 Pandemic, homelessness, crime, a suppressed economy, unemployment, traffic congestion, among others.
