The South County, when January 2025 rolls around, will be represented on the San Joaquin County Board of Supervisors by two men who are — or have been — elected mayor of two of the three fastest growing cities in California.

District 5 incumbent Supervisor and former Tracy mayor Robert Rickman won outright in the March 5 primary,

Rickman — who represents Tracy, Mountain House, Ripon, Escalon, and the rural area south of Manteca — earned 55.34 percent of the vote. He beat current Tracy Mayor Nancy Young (29.35 percent) and retired teacher Wes Huffman (15.31 percent).

The top vote getter for the District 3 seat representing Manteca, Lathrop, part of northwest Stockton, and the Delta region was current Lathrop Mayor Sonny Dhaliwal with 44.36 percent of the vote.

Because he didn’t capture the majority of votes cast, Dhaliwal will face former Manteca mayor Steve DeBrum in the Nov. 5 runoff.

DeBrum had 40.14 percent while Stockton business owner Angel Sepulveda had 15.50 percent,

"Thank you to the residents of Tracy, Mountain House, Ripon, Escalon, and the unincorporated areas of south county for their trust and confidence to represent and deliver for them,” Rickman said.

“ It is an honor to earn their votes and support. The voters have elected me to continue my work on reducing the cost of living, prioritizing public safety, and ensuring San Joaquin County families, businesses, and workers have the best opportunities possible for a brighter, safer, and more affordable future.”

Rickman is a third-generation San Joaquin County resident.

Rickman served as a Sergeant and Officer with the California Highway Patrol for more than two decades, retiring in 2023.

He graduated from Tracy High School and attended San Joaquin Delta College and Sacramento State University, where he obtained a Bachelor of Science degree. Rickman also earned a Juris Doctor degree from Humphrey's School of Law.

Rickman was first elected to the Tracy City Council in 2010, then elected as Tracy's Mayor in 2016, and re-elected in 2018. Rickman was elected to the San Joaquin County Board of Supervisors in 2020.

"I want to especially thank my wife, Karen, and family. It is a privilege to be a part of a family that has made San Joaquin County their home for three generations,” Rickman said.

“Thank you to all my supporters, and the dozens of local individuals, organizations, families, and small businesses who supported me and my campaign team, who has been with me for both my election campaigns for County Supervisor and helped lead our team to victory with unwavering dedication and integrity. It is an honor and privilege to work for the people of District 5 and San Joaquin County."
