Police get barricaded man out of house in elderly abuse case

Part of Crom Street was shut down for more than four hours on Monday evening after a man barricaded himself inside of home and refused to come out.

According to the Manteca Police Department, 34-year-old Fairose Qayeum made his first contact with officers at around 4 a.m. on Monday morning after officers were dispatched to a home on the 1800 block of Crom Street where an adult male – identified as Qayeum – had struck an elderly man in the head with a dumbbell.

While officers were able to remove the other family members from the house – Qayeum’s father was the man that was struck – the agitated man refused to come out of the house and the Watch Commander on duty made the determination that attempting to extract him would inflame the situation.

The family declined a temporary protective order when it was offered and declined to press charges for the assault.

But things didn’t get better from there.

The family returned to the Police Department at 3:45 p.m. that day and said that Qayeum continued to be agitated – asking for the temporary restraining order and to press charges for his behavior. A judge signed a warrant based on the previous experience and the family’s statement and officers arrived shortly after 8 p.m. to take him into custody.

According to police, Qayeum refused to come out of the house and the residence was surrounded as the department’s Crisis Response Team was activated – consisting of the SWAT Team, the Hostage Negotiations Team, and the necessary support personnel.

The team attempted to contact him for multiple hours with no response, and shortly after midnight SWAT introduced gas into the house in an attempt to drive him outside. Qayeum exited the residence and surrendered to officers without incident.

Qayeum is currently being held in the San Joaquin County Jail on $250,000 bail on multiple charges of elder abuse and assault with a deadly weapon and a misdemeanor charge of obstructing and resisting arrest. He is scheduled to appear in the Manteca branch of the San Joaquin County Superior Court today at 1:30 p.m. to answer to those charges.
