The City of Lathrop is dangling a $1 million carrot in a bid to attract new retail, entertainment and recreational businesses to the fast growing community closing in on 40,000 residents.
Lathrop leaders describe the unveiled $1 million Retail Incentive Program as a “bold step.”
It was approved by the City Council on Jan. 13.
The program aims to attract new retail, entertainment, and recreational businesses to underserved areas east of Interstate 5.
“Lathrop is growing rapidly, and our residents have made it clear—they want more places to shop, dine, and spend time with their families,” said Mayor Paul Akinjo.
“This Retail Incentive Program is a powerful step forward in meeting those needs and positioning Lathrop as a hub for business and community life.”
Program highlights include.
*The $1 million funding is allocated from Measure D's Economic Development Fund.
*Incentives offer financial support for city fees, tenant improvements, or new construction.
*Eligible applicants include retailers, full-service restaurants, entertainment venues, and small businesses with at least three full-time employees.
Businesses that qualify can receive up to $250,000 for new construction projects in the designated Program Target Area.
The initiative excludes home businesses, mobile vendors, and industries focused primarily on fuel, alcohol, tobacco, or cannabis.
A City on the Rise Named the fifth fastest-growing city in the United States in 2024 by the U.S. Census Bureau, Lathrop’s residential boom has created a surge in demand for shopping, dining, and entertainment options. The Retail Incentive Program is designed to channel this growth into opportunities that benefit both residents and businesses.
The forward-thinking program is backed by Measure D, a unique funding mechanism supported by fees from new home sales in River Islands.
Since its inception in 2000, Measure D has focused on stimulating local business activity while ensuring funds are strategically reinvested east of Interstate 5.
