Nuno thanked for six years on Manteca council

Jose Nuno was proud to serve on the Manteca City Council.

Since 2018, he proudly served his community, providing his expertise on housing while always asking the right questions.

His colleagues made a mention of that at Tuesday’s special meeting for the swearing-in of newly elected councilmembers.

Included was the adoption of a resolution that declared and certified the results of the Nov. 5 election – Charlie Halford ran uncontested, collecting all 6,221 votes in District 1 (southwest Manteca)  while newcomer Regina Lackey (3,644) captured District 2 (southeast Manteca) in a tight race with Judy Blumhorst (3,087).

Lackey is an Air Force veteran, longtime youth group leader, and advocate for the local non-profits. She thanked her husband, Steve, for giving her permission to pursue her passion of “being a voice of the people.”

Lackey, who is hoping to make an impact during her time on the council, added: “I’m very, very excited about the next four years.”

Halford thanked those who voted for him. “I will do my best what’s best for my district and for the city – but mostly my district,” he said.

The was the first year for district voting in Areas 1 and 2 in Manteca.

District voting was implemented in Areas 3 and 4 in 2022.

 Halford, as the top vote-getter, was named vice mayor for the upcoming year with Lackey scheduled to become vice mayor the following year, in 2026.

Nuno, meanwhile, received a plaque for his years of dedicated service along with a proclamation from the City of Manteca.

He called his final meeting “bittersweet” while thanking family, residents, and those who “helped him get here.”

Nuno was also on the Planning Commission along with many of his fellow councilmembers – they remembered him as being insightful and well prepared.

“His background in housing is phenomenal,” Mike Morowit said.

Mayor Gary Singh noted that Nuno had “one of the great poker faces – he always kept us guessing.”

As for Nuno, he called his time on the City Council as his second greatest honor.

His first?

“It was serving my country,” said Nuno, who proudly served in the Army.
