The “four corners” of Manteca will be represented in the future on all city commissions.
The City Council last month approved a revamp of how all standing Brown Act covered commissions — parks and recreation, planning, as well as the now two oversight tax committees — are filled.
In a nutshell, that means:
*Each commission would have one member appointed by each of the four council members following the same criteria that they must reside in the council area they represent.
*No one can serve on more than one commission.
*If there are not applicants from a specific area, the council member would need to actively search out qualified candidates.
*Appointees must be registered voters within the city limits of Manteca.
*The chair of the commission is appointed by the mayor.
*Terms of appointees will run concurrently with the council member - or the mayor - that appoints them.
Mayor Gary Singh noted the changes to municipal ordinance governing the makeup and appointments are designed to get not just representation from throughout the city but to avoid those filling positions coming from the same general group of people.
The planning commission rules have already been altered to reflect much of what they Council wants done.
That said, the planning commission as it stands today has the majority of its membership residing in Council Area 2 which is southeast Manteca,
The plan is for all of the commissions in one fell swoop to have their membership replaced to comply with the new criteria.
That would mean appointees to the commission made two years ago by council members Dave Breitenbucher and Mike Morowit who are halfway through a four-year term may not change.
And members who reapply that reside in a specific area being filled could be appointed again but by that specific council member.
