Candini-Tilton earns appointment as Manteca city clerk

Cassandra Candini-Tilton will become Manteca’s new Legislative Services Director/City Clerk effective Feb. 1.

Candini-Tilton is currently serving as the Acting Legislative Services Director/City Clerk. She started her career with the City of Manteca in 2014 and transferred to the Office of the City Clerk in December of 2015. Candini-Tilton has most recently served as the Assistant Director of Legislative Services/Assistant City Clerk for over a year and a half.

A native of Manteca, Candini-Tilton “bleeds green” as a proud Manteca High School Buffalo graduate. Candini-Tilton will be receiving her California Professional Municipal Clerk Certificate, through the University of Riverside, resulting in her finishing the hours and educational classes required to receive her Certified Municipal Clerk (CMC) designation from the International Institute of Municipal Clerks. Candini-Tilton will be then well on her way working towards her Master Municipal Clerk (MMC) designation.

Prior to her tenure with the City of Manteca, Candini-Tilton practiced real estate with her family’s local real estate office and she also had dreams to open Manteca’s first Michelin Star bakery; she still enjoys baking as a hobby.

"The Office of the City Clerk is the heartbeat of the City, connecting the citizens to their elected officials and city manager, while providing transparency and high levels of customer service,” noted Assistant City Manager Lisa Blackmon who announced the appointment. 

“Cassandra is surrounded by a tremendous staff who is courteous and responsive to the public, and I know she will continue to expand public engagement and remain a valuable leader to her department and the community”  Blackmon added.

Candini-Tilton, her husband and son, are lifetime City of Manteca residents.
