A freight and truck terminal with parking for 109 trucks may be built on East Highway 120 east of Austin Road just outside of the Manteca’s city limits.

The plan for the Manteca-based interstate trucking concern dubbed Global Carrier to develop the facility is before the San Joaquin County Planning Commission when  they meet Thursday, July 18, at 6 p.m.

The meeting takes place in the Board of Supervisors chambers at the San Joaquin County Administration Building, 44 North San Joaquin St., Stockton.

The 10 acre site is south of East Highway 120 and aligns with Ideal Parkway  that accesses a business park on the northside of the highway.

It is also just east of the Calla High campus.

The facility will also consist of a 4,800-square-foot shop, a 4,800-square-foot transfer dock, and a 3,500-square-foot office.

The location meets county general plan guidelines regarding location criteria for truck terminals.

*It must be within a mile of a freeway interchange. The Highway 99 interchange is 0.96 miles to the west.

*It must be outside of urban and rural communities.

*It must be outside the path of planned development.

Manteca’s general plan and sphere of influences does not call for urbanization of the area in question  nor does the county’s general plan.

And while the City of Manteca doesn’t oppose the project, they have raised concerns about trucks going to and from the facility using the Austin Road/Highway 99 interchange instead of the Yosemite Avenue/Highway 120 interchange.

The county staff is recommending  the requirement of the installation of a sign reading “Trucks Turning Left are Recommended to use State Route 120 to State Route 99”  at the site exit.

Additionally, the property owner is to provide written notice to truck drivers recommending trucks to use State Route 120 to State Route 99 when turning left.

Planning staff notes while the two conditions won’t prohibit truck traffic to or from the project site from using Austin Road, it does require the applicant to take the specified actions and allows the County to hold the applicant accountable if they fail to comply with the condition.  

The city brought up the issue as construction is now underway on a 797-home neighborhood on the west side of Austin Road between Yosemite Avenue and Highway 99.
